Travel advisories issued by other countries can give a clue as to why. They can also be a bit ridiculous.<\/em><\/h4>\n<p>No one\u2019s visiting the United States anymore.<\/p>\n<p>If you follow some of the alarmist reports from tourism and travel agencies, you might start to get that feeling. In 2018, almost <a style=\"text-decoration: underline;\" href=\"https:\/\/www.nytimes.com\/2019\/09\/04\/travel\/update-trump-slump-travel.html\" target=\"_blank\" rel=\"noopener noreferrer\">80 million<\/a> visitors traveled to the United States from foreign countries. If that sounds like a lot, it is. In fact, it\u2019s a record high. And yet, it was also the smallest share of the international travel market the U.S. had held since 2006.<\/p>\n<p>That means the travel industry\u2019s growing worldwide, and it\u2019s leaving the United States behind.<\/p>\n<p>Other statistics are downright depressing. In 2015, visits to the U.S. made up 13.7% of global travel. That number keeps dipping, and it\u2019s now \u201cforecast to slip further to 10.9% by 2022, amounting to another 41 million fewer foreign tourists,\u201d according to an August <a style=\"text-decoration: underline;\" href=\"https:\/\/www.usatoday.com\/story\/money\/2019\/08\/09\/travel-international-visits-u-s-forecast-keep-falling\/1942922001\/\" target=\"_blank\" rel=\"noopener noreferrer\">report<\/a>. \u201cUnder that scenario, travelers would spend $180 billion less and there would be 266,000 fewer jobs than if the U.S. maintained its market share.\u201d<\/p>\n<p>Economics are to blame, partly. A strong dollar makes America less of a bargain to foreign travelers. But there are more factors at work. As any traveler, marketer, or head of state could tell you, intangible perceptions of a place have a tangible impact on whether people want to come visit. Over the last few years, you may have noticed, the United States has gone through a few changes that might affect its reputation on the world\u2019s travel brochure. The trendy term for the phenomenon, used from <a style=\"text-decoration: underline;\" href=\"https:\/\/www.frommers.com\/tips\/miscellaneous\/the-travel-press-is-reporting-the-trump-slump-a-devastating-drop-in-tourism-to-the-united-states\" target=\"_blank\" rel=\"noopener noreferrer\">travel journals<\/a> to <a style=\"text-decoration: underline;\" href=\"https:\/\/www.forbes.com\/sites\/lealane\/2019\/09\/09\/the-trump-slumpcontinues-number-of-international-visitors-to-us-drops-in-first-half-of--2019\/#1236a9606ea6\" target=\"_blank\" rel=\"noopener noreferrer\">Forbes<\/a>, has been the \u201cTrump Slump.\u201d<\/p>\n<p>But, of course, that\u2019s speculation. If you really want to know how foreigners, or their governments, view your country, the first place to look is their travel advisories.<\/p>\n<figure style=\"width: 970px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/cdn1.tablethotels.com\/media\/ecs\/global\/magazine\/story-images\/100519\/SeeAmerica.jpg\" alt=\"See America\" width=\"970\" height=\"773\" border=\"0\" data-gae=\"Magazine, Clicked, Image\"><figcaption class=\"wp-caption-text\">See America posters<\/figcaption><\/figure>\n<p>First of all, travel advisories aren\u2019t always overwhelmingly negative. Sometimes they\u2019re more on the frivolous side of the scale, reflecting cultural differences or, in some cases, god knows what. Writing their citizens about the United States, Australia has <a style=\"text-decoration: underline;\" href=\"https:\/\/abcnews.go.com\/Lifestyle\/countries-warn-travelers-us\/story?id=41015311\" target=\"_blank\" rel=\"noopener noreferrer\">warned<\/a> about harsh fines for jaywalking, Italy for scams in Times Square, and France for prudish <a style=\"text-decoration: underline;\" href=\"https:\/\/www.cnn.com\/2019\/08\/07\/world\/us-travel-advisories-intl\/index.html\" target=\"_blank\" rel=\"noopener noreferrer\">attitudes<\/a> toward beachside nudity.<\/p>\n<p>And of all the financial pitfalls of which to warn their citizens, the U.K., for whatever reason, once specifically called out the cost of gasoline near the Orlando airport.<\/p>\n<p>But travel advisories can also underline the more obvious failings of the government, with prospective travelers to America receiving persistent warnings to buy special travel insurance to cover exorbitant health care costs or to be wary of racial tensions. In response to Arizona\u2019s much-maligned 2010 law requiring immigrants to carry legal documents, Mexico\u2019s foreign ministry <a style=\"text-decoration: underline;\" href=\"https:\/\/www.reuters.com\/article\/us-immigration-usa-mexico\/mexico-warns-citizens-may-be-harassed-in-arizona-idUSTRE63Q3OU20100427\" target=\"_blank\" rel=\"noopener noreferrer\">told<\/a> their citizens to assume they \u201ccould be harassed and questioned without cause at any moment.\u201d During Black Lives Matter protests in 2016, the Bahamas advised young men to \u201cexercise extreme caution in affected cities in their interactions with the police.\u201d<\/p>\n<p>Even more consistently, Ireland, Germany, Canada, and New Zealand have all <a style=\"text-decoration: underline;\" href=\"https:\/\/www.washingtonpost.com\/world\/2019\/08\/06\/gun-violence-america-prompts-growing-list-countries-issue-travel-warnings\/?noredirect=on\" target=\"_blank\" rel=\"noopener noreferrer\">warned<\/a> their citizens about gun violence in America over the years. As far back as 2015, Australia\u2019s travel advisory for the US noted that \u201cincidences where a firearm is involved\u201d were more likely than in Australia.<\/p>\n<p>After the most recent spate of mass shootings this summer, the list grew to include Japan, Uruguay, Venezuela, and even the human rights group Amnesty International.<\/p>\n<figure style=\"width: 970px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/cdn1.tablethotels.com\/media\/ecs\/global\/magazine\/story-images\/100519\/Amnesty.jpg\" alt=\"Amnesty International\" width=\"970\" height=\"773\" border=\"0\" data-gae=\"Magazine, Clicked, Image\"><figcaption class=\"wp-caption-text\">Amnesty International Advisory<\/figcaption><\/figure>\n<p>Which led a <em>Washington Post<\/em> <a style=\"text-decoration: underline;\" href=\"https:\/\/www.washingtonpost.com\/outlook\/2019\/08\/13\/amnesty-internationals-travel-warning-about-us-is-mistake\/\" target=\"_blank\" rel=\"noopener noreferrer\">op-ed<\/a> to ask the question \u2014 does Amnesty International usually issue travel advisories? And to answer the question: no, they do not.<\/p>\n<p>Despite all the dangers the world over, Amnesty International has only ever issued a travel warning against the United States. As the op-ed quickly concluded, their point wasn\u2019t really to protect possible travelers. After all, Amnesty International has no expertise in assessing travel risk. Instead, it was to a way to raise awareness, elevate an issue through shock value, and to get good press. It was, in effect, \u201cmore gimmick than useful advice.\u201d<\/p>\n<p>40,000 <a style=\"text-decoration: underline;\" href=\"https:\/\/twitter.com\/amnesty\/status\/1159193528787963905\" target=\"_blank\" rel=\"noopener noreferrer\">retweets<\/a> later, it was clear it had worked.<\/p>\n<p>Such is the power of the travel advisory, sensational and instantly consequential, to grab the public imagination.<\/p>\n<figure style=\"width: 970px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/cdn1.tablethotels.com\/media\/ecs\/global\/magazine\/story-images\/100519\/DumpTrump.jpg\" alt=\"Dump Trump\" width=\"970\" height=\"773\" border=\"0\" data-gae=\"Magazine, Clicked, Image\"><figcaption class=\"wp-caption-text\">Trump and China at G20 summit<\/figcaption><\/figure>\n<p>The reasons for the downturn in international travel to America are complicated, but a constantly cited example is the trade war with China, and it\u2019s another place where we see travel warnings at perhaps their most politicized. In 2018, the number of Chinese visitors in the United States went down after <a style=\"text-decoration: underline;\" href=\"https:\/\/www.npr.org\/2019\/05\/31\/728590535\/chinese-tourism-to-u-s-is-down-after-years-of-booming-growth\" target=\"_blank\" rel=\"noopener noreferrer\">15 years<\/a> of sustained growth. Again, hard economics are involved \u2014 a devalued yuan against the dollar \u2014 but the downturn may too be more of an issue of perception than anything else, as Chinese nationals choose to visit countries with less tense relationships to their own.<\/p>\n<p>One article in the <em><a style=\"text-decoration: underline;\" href=\"https:\/\/www.nytimes.com\/2019\/06\/12\/business\/trade-war-us-china-tourism.html?action=click&amp;module=RelatedLinks&amp;pgtype=Article\" target=\"_blank\" rel=\"noopener noreferrer\">New York Times<\/a><\/em> quoted travel professionals and economists, who blamed \u201cinflammatory rhetoric\u201d from the trade war for the dearth of Chinese visitors to the States. It\u2019s not hard to track. Just a month after President Trump tweeted his intention to levy massive tariffs on Chinese imports, China issued a travel warning to its citizens regarding \u201c<a style=\"text-decoration: underline;\" href=\"https:\/\/www.apnews.com\/78a7363c8b4a4b298ab4e55aafc7706e\" target=\"_blank\" rel=\"noopener noreferrer\">harassment<\/a>\u201d at the hands of U.S. authorities.<\/p>\n<p>As some experts have pointed out, the politicization of travel is a constant worry. Pointing to a case \u201cwhere China essentially weaponized tourism\u201d in a 2017 dispute with South Korea, one consultant explained how pressure from Chinese officials \u2014 for instance, <a style=\"text-decoration: underline;\" href=\"https:\/\/www.nytimes.com\/2017\/03\/09\/world\/asia\/china-lotte-thaad-south-korea.html?module=inline\" target=\"_blank\" rel=\"noopener noreferrer\">forcing<\/a> travel agencies to cancel excursions \u2014 led Chinese tourism to South Korea to drop by 50 percent.<\/p>\n<p>If the same happened in America, speculated one \u201cworst-case scenario\u201d <a style=\"text-decoration: underline;\" href=\"https:\/\/www.nytimes.com\/2019\/06\/12\/business\/trade-war-us-china-tourism.html\" target=\"_blank\" rel=\"noopener noreferrer\">report<\/a>, it would \u201cmean a $18 billion hit to the American travel industry.\u201d<\/p>\n<p>It\u2019s an extreme case. But that travel can be used as a weapon shouldn\u2019t come as much of a surprise. In fact, China\u2019s 2019 advisory came just about a year after one <a style=\"text-decoration: underline;\" href=\"https:\/\/www.cnbc.com\/2018\/07\/03\/china-issues-us-travel-warning-amid-trade-tensions.html\" target=\"_blank\" rel=\"noopener noreferrer\">issued<\/a> in the summer of 2018. Among similar trade disputes, the government had warned its tourists about \u201cexpensive medical bills, the threats of public shootings and robberies\u201d in the United States.<\/p>\n<p>How did U.S. officials react? Without <a style=\"text-decoration: underline;\" href=\"https:\/\/www.washingtonpost.com\/world\/2019\/06\/04\/china-warns-against-traveling-us-citing-shootings-robberies-theft\/\" target=\"_blank\" rel=\"noopener noreferrer\">missing a beat<\/a>, they issued a travel warning against China.<\/p>\n<p>&nbsp;<br \/>\n<div style=\"height:1px;border-top:3px double #ccc;margin-top:30px;margin-bottom:60px;display:block;clear:both\"><\/div>\n","protected":false},"excerpt":{"rendered":"<p>Foreign travel to the United States is slumping.
